Since April 2013, constituents from Nata/Gweta, Boteti North, Maun West and South East South have been using the Botswana Speaks platform (U-Speak) to share issues, opinions or to request information from their Members of Parliament.
Botswana Speaks gave a chance to Members of Parliament from those four constituencies to receive input and to reply directly to them via the online platform or via SMS! At the end of the pilot (March 2014) there were 830 cases on U-Speak!

Ready to use toolkit

A ready to use toolkit was created following the validation of the platform. It includes:

·      A version of the latest software used, ready for installation.

·      General documentation for the software.

·      Training modules on Initiative Planning / Initiative Implementation.

·      Training material on Marketing, and relevant promotional material in editable versions.

This tool kit aims at interested local, regional, national African institutions that plan to initiate, implement or finance initiatives to foster participative models towards decision-making who can use it to evaluate, plan and manage those initiatives.

There are, broadly speaking, two strands of concurrent thinking that dominate discussions around the use of new technologies in education around the world. At one end of the continuum, talk is dominated by words like 'transformation'. The (excellent) National Education Technology Plan of the United States (Transforming American Education: Learning Powered by Technology), for example, calls for "applying the advanced technologies used in our daily personal and professional lives to our entire education system to improve student learning, accelerate and scale up the adoption of effective practices, and use data and information for continuous improvement."

Botswana Speaks online platform goes for a “test drive” with piloting constituencies’ citizens @ Nata/Gweta, Boteti North, Maun West, South East South behind the wheel!

The Botswana Speaks Parliamentary Initiative Team at the Parliament of Botswana kicked off a road trip earlier this week to the four piloting constituencies of the project in order to present the online platform.  Throughout August the citizens of various villages will get the chance to a firsthand experience while they will be informed on how to use it by members of the team along with the assistance of Parliament IT staff.


Laptops equipped with internet modems will be provided by Parliament for public use during the Botswana Speaks tour.  Following a brief presentation of the platform and with the assistance of the Parliament team, citizens will be able to use the platform and send messages to their elected representative.

Having returned from speaking at a conference hosted by the World Bank president Jim Yong Kim on the issue of constituency feedback, Jay Naidoo shares lessons on how to engage citizens in governance and strengthen civil society through open data.

Among other, Jay Naidoo mentions that "Africa is the fastest growing mobile market in the world, with over 600 million users. Using the pervasive mobile technology platform, we could avoid costly software applications and improve the performance of education. [...] What we need is the political will to co-create the tools with citizens and civil society, and to harness the expertise and technology of the marketplace to deliver the services to which our citizens have a right".

During the closing keynote address at Microsoft’s bi-annual Tech Ed conference in Durban, South Africa, Louis Otieno, the former General Manager for Microsoft Corporation for East and Southern Africa and current head of legal and corporate affairs, highlighted the many aspects that go into technology development in Africa.

ITNewsAfrica spoke to Otieno about Microsoft’s 4Afrika strategy, its importance in helping to sustain growth in Africa and the unique challenges the continent faces.

On 17th April 2013 Joel Iregi and Joan Wairimu report in their article that unemployment would reduce if youth exploited opportunities in IT. The Kenya ICT board is concerned that youth are only thinking of supplying goods to the government after it announced that 30% of all contracts will be given to them, leaving out the services segment. Deputy CEO Victor Kyalo says the youth should be looking for IT related solutions to supply to government.

According to humanipo.com, a new portal, called ICTAfrica, has been launched to enable African ICT experts in the Diaspora to get jobs in the continent.

The portal lists existing job opportunities which African in the Diaspora can apply for. The portal aims to reverse the brain drain witnessed in Africa, where the best professionals opt to work in developed countries due to better pay.

One other problem ICTAfrica has found is the difficulty in getting suitable ICT experts for certain jobs in Africa. Professionals working in ICT-developed countries would have more exposure in new technology.
