Welcome to the third Newsletter Issue of Botswana Speaks Parliamentary Initiative!

The Botswana Speaks Parliamentary Initiative is now running its pilot phase and all Batswana are invited to sign up, to view ongoing polls, to discuss and debate issues that concern them!

These past months have been very fruitful for the project. Among other activities undertaken, the initiative was successfully presented in various international conferences in Africa, United States and Europe and a lot of interest and visibility was raised. Concurrently, meetings with local authorities in the four pilot constituencies were on focus during this period as a way to raise awareness about the launch of the pilot phase. Media outlets in Botswana like Mmegi and Daily News covered the launch of the pilot phase and qualified Botswana Speaks as an interactive platform that leads to better constituency services.

The Botswana Speaks platform is live! Check it out!

You come from Nata/Gweta, Boteti North, Maun West or South East South?
Use U-Speak to share an issue, an opinion or request information to your Member of Parliament. You can either submit an issue on the online platform or send it via SMS! Members of Parliament from those four constituencies receive input and reply directly to you via the online platform or via SMS!
Find out here when the next constituency meeting will take place close to you!

You come from another constituency?
Use Speak4Yourself to discuss and debate issues and legislation that is currently discussed in the Parliament. All Members of Parliament can participate to these debates and receive input from you!

PRESS RELEASE: Botswana Speaks Parliamentary Initiative launched its pilot phase! The participative platform is now live!

The launch of the pilot phase was announced in Botswana at:
  • A Press Conference for the launch of the pilot phase, April 8th 2013
  • Training Workshops with MPs and Parliament Staff, April 9th 2013
  • Constituency Tour for mini-launches in Maun, Rakops, Nata and Ramotswa, April 11th - 16th 2013

South East South: Mini Launch of the Botswana Speaks Parliamentary Initiative, 16th April 2013

Hon. Odirile Motlhale, MP, Dikgosi, VDC Secretary and Representatives from various schools were present for the South East South Mini Launch held at Ramotswa Emmanuel Community Hall in Ramotswa. The youth were also present from various wards of the constituency. In total 60 people attended this mini launch of the Botswana Speaks Parliamentary Initiative.

In his welcoming remarks, Hon. Odirile Motlhale, MP informed the constituents that the Botswana Speaks Parliamentary Initiative is now accessible through www.botswanaspeaks.org and informed them about the purpose of the platform. The constituents welcomed the development as a really helpful one since not all of them were able to go to Kgotla meetings to raise issues. Thus, they will keep in touch with their Member of the Parliament through the platform. More

The Public Service Day is a two-day annual event. On the 13th of June, activities including ministries stalls exhibitions were held at Fairgrounds Holdings, Gaborone. As the theme for this year is "E-GOVERNMENT; KEY TO EFFICIENT AND EFFECTIVE SERVICE DELIVERY”, the Parliament of Botswana decided to showcase the Botswana Speaks platform on its stall. During the whole day, the stall received a large number of visitors willing to discover the platform, including Hon. Mokgweetsi Masisi, Minister of State President who was impressed when discovering the platform. Some visitors already knew about the projectbut the Parliament staff dedicated time to others to explain how to register on the platform and how to participate.

The BOCCIM Annual Trade Fair is one of the major business event in Botswana, which has attracted over 120 exhibitors this year. The fair, which began in 1994, is held annually to promote networking among businesses and clients. As the theme of this year was "Unlocking Opportunities to a Successful Citizen Participation in the Economy of Botswana”, the Parliament of Botswana took the opportunity to showcase the Botswana Speaks Parliamentary Initiative to the public. Chandapiwa Thebe (Public Relation Officer) and Victoria Nkwane (Translator) presented the platform to a large number of visitors, including students from several High Schools and Junior Secondary Schools of the Francistown area.

Botswana Speaks Parliamentary Initiative presented at CEDEM 2013, 22nd May, Krems, Danube University, Austria

Kheira Belkacem, Assistant Programme Director at eGovlab, presented an ongoing research paper on the Botswana Speaks Parliamentary Initiative "Botswana Speaks Parliamentary Initiative: A Socio-political approach to eDemocracy initiatives in developing countries” at the Conference for eDemocracy and Open Government (CeDEM 2013) on May 22nd in Krems, Danube University, Austria.

Botswana Speaks Parliamentary Initiative presented at 2nd International Conference on Digital Services, Internet and Applications, 23rd - 25th April 2013, Morioka City, Iwate, Japan

The 2nd International Conference on Digital Services, Internet and Applications took place from 23rd to 25th April 2013 in Morioka City, Iwate in Japan. Vasilis Koulolias, Programme Director, presented "Botswana Speaks! A Technological and Sociocultural Symbiosis Augmenting Political Discourse” paper at a plenary lecture on April 24th.

Yonida Cali, Gov2u, presented a paper: "Enhancing transparency in decision-making through eDemocracy in Botswana: The Botswana Speaks Parliamentary Initiative” on March 11th at a workshop organized at Stanford University in partnership with the Data and Democracy Initiative at Berkeley University. Consultative Meetings with Local Authorities in the Constituencies, February 2013

Nata/Gweta was one of the four constituencies where the project was presented to local authorities and constituents. The success of the meetings was mostly due to the Constituency Office Administrator’s efforts that ensured that all concerned were invited. The presentation to the local authorities in Sowa Town was a fair success with about 30 attendees. Two members of the Botswana Speaks Team presented the project to the audience together with Hon. Makosha, MP. Welcoming remarks were done by Kgosi Mosadi Seboko, the Paramount Chief of the area in Ramotswa (South East South). Hon. Odirile Motlhale,MPfor South East South presented the Botswana Speaks Parliamentary Initiative together with Antoine Brasset from Gov2u.

Botswana speaks in media

Interview of Kheira Belkacem, Assistant Programme Director of Botswana Speaks Parliamentary Initiative on ORF1 Radio in Austria, 26th May 2013

Kheira Belkacem gave an interview to ORF1 Radio, national Austrian radio during the Cedem Conference in Krems at the Danube University, on 22 May 2013. The journalist, Ulla Ebner, covered the event in the news and discussed the objectives and goals of the Botswana Speaks Parliamentary Initiative as an eDemocracy project in Africa.

Daily News: Maun leaders welcome new initiative, 5th March 2013

Some village leaders in Maun have welcomed the “Botswana Speaks" parliamentary initiative which aims at facilitating communication between MPs and citizens. They said the initiative would connect citizens better with their elected representatives, adding that it would also promote transparency and contribute to the growth of technology usage. The village leaders said the initiative would also assist communities to see if they were well represented, or if some representatives were putting their interests first. They said the initiative would enhance good governance as communities would have feedback on time.

On 11th April 2013, Mmegi Online covered the launch of Botswana Speaks platform, a pilot participatory website initiative aimed at facilitating interaction between members of the public and their elected representatives online and via mobile phones' Short Messaging System (SMS), by the Parliament.
